• Standing water 24 hours after rain. The original grade was insufficient - Palo Alto code requires 1 percent minimum slope away from structures - or the bedding sand has migrated and created low spots. On flat lots near the Baylands, this is often the first sign of a failing base that will require full reconstruction.
